Аннотация: В настоящей статье рассматриваются основные цифровые сервисы, обеспечивающие реализацию пассивного избирательного права граждан Российской Федерации на современном этапе развития избирательной системы России. Автор отмечает, что при исследовании проблем цифровизации избирательных правоотношений необходимо учитывать подходы к опредеПоказать полностьюлению понятий «цифровизация», «цифровая трансформация», «цифровые технологии», сложившиеся в доктрине и общих нормативных правовых актах в сфере цифровизации государственного управления. В связи с этим в отношении таких комплексных технических решений, как дистанционное электронное голосование, технология «Мобильный избиратель» и др., автором предлагается использовать термин «ИТ-актив избирательной системы Российской Федерации». В статье исследуются отдельные аспекты, связанные с применением цифровых сервисов, способствующих реализации пассивного избирательного права граждан Российской Федерации. Предлагается на законодательном уровне реализовать возможность использования цифрового сервиса для сбора подписей избирателей в поддержку выдвижения кандидата (списка кандидатов) на Едином портале государственных и муниципальных услуг (вместо сбора подписей избирателей на бумажных носителях) при проведении выборов на территориях, на которых введены особые правовые режимы.Автор также отмечает необходимость дальнейшего развития электронного взаимодействия избирательных комиссий с кандидатами, политическими партиями через личные кабинеты на указанном портале, в том числе с целью подачи ими необходимых документов для уведомления о выдвижении и регистрации. При этом доступность данных цифровых сервисов для граждан всей страны зависит прежде всего от преодоления в Российской Федерации цифрового неравенства, на устранение которого направлены положения Указа Президента Российской Федерации о национальных целях развития на период до 2030 года. The article proposes for scienti c discussion the issue of trust in the authorities on the part of Russian society at the current stage of development of the national state. At the same time, the author made an attempt to identify and demonstrate the connection between the national development goals of Russia, enshrined in a single plan for their achievement for the period up to 2030 and for the perspective up to 2036, and trust in the authorities, as a criterion for assessing the e ectiveness of state authorities. The provisions of the normative legal acts of the head of the Russian state and the transformation of the conditions in them that link trust in power with the factor of assessing its e ectiveness for society are analyzed. It is emphasized that along with the already conducted studies on citizens’ trust in political power in sociology and political science, attention should be paid to the connection of the phenomenon of trust in law with the categories of «legitimacy» and «legality» of state power. It is emphasized that legitimacy in its broad sense is based on the immanent aspects of trust, manifested through reciprocity, support and coordination of interests between society and the state. The author concludes that national goals as priority areas of state activity and the effectiveness of government bodies depend on the level of satisfaction with the results of this activity on the part of the population. To understand the essential properties of mutual trust between the government and society, attention should be paid to the factors of trust (distrust) formation as a state-legal phenomenon, which are: awareness (information), enlightenment (education level) and a positive attitude towards the lives of the citizens themselves This article examines the primary digital services that facilitate the realization of passive electoral rights of citizens of the Russian Federation at the current stage of development of Russia’s electoral system. The author emphasizes that when studying the challenges of digitalizing electoral legal relations, it is essential to consider the doctrinal and normative approaches to defining concepts such as “digitalization”, “digital transformation”, and “digital technologies”, as established in legal doctrine and general regulatory acts in the eld of digitalizing public administration. In this context, the author proposes using the term “IT asset of the electoral system of the Russian Federation” to describe comprehensive technical solutions such as remote electronic voting, the “Mobile Voter” technology, and others.The article explores speci c aspects of implementing digital services that support the exercise of passive electoral rights by Russian citizens. It suggests legislating the use of a digital service for collecting voter signatures in support of candidate nominations (or party lists) via the Uni ed Portal of State and Municipal Services (replacing paper-based signature collection) during elections in territories under special legal regimes.The author also highlights the need to further developing electronic interaction between electoral commissions, candidates, and political parties through personal accounts on the aforementioned portal. This includes enabling the submission of required documents for notifying and registering candidacies.However, the accessibility of these digital services for citizens nationwide depends primarily on overcoming digital inequality in the Russian Federation. E orts to address this issue are outlined in the provisions of the Presidential Decree on National Development Goals through 2030
